The way to make sure our policy is never dictated by CO2 levels is to keep this organization out of our cities ( and to never regionalize). This is what Whitefish adopted that transformed it into what it is now. This is the dominant vehicle by which the UN SDGs are implemented on the local level. Once a city, corporation or region agrees to sign on and become a member, they are provided software to establish their baseline scope 1, scope 2 and scope 3 emissions and then create a Climate Action Plan to reduce them yearly. All other policy becomes seamlessly subsumed under these goals.
